EU Regulation 2025/40
The EU Packaging and Packaging Waste Regulation,
explained for the people who actually have to comply.
PPWR reshapes how packaging is designed, placed on the EU market and reported on. If your business makes, imports, brands, distributes or sells packaged goods in the EU, it affects you.
Packaging is now a compliance discipline, not just a design choice.
PPWR introduces binding recyclability grades, recycled-content thresholds, reuse targets and producer-responsibility reporting across the EU single market. The first application dates land in 2026(Art. 71), with the bulk of design obligations from 2030(Art. 6, 7).

What should organisations have in place?
PPWR readiness is not only about redesigning packaging for 2030. From August 2026, organisations need to understand their legal role and be able to support packaging compliance with controlled information and evidence.

- A method for defining packaging types
- Technical documentation and conformity-assessment workflows
- EU Declarations of Conformity where required
